Given what is being done with the room (i.e. reimagining these characters for modern role play), it might be a bit confusing as to what exactly you can do with the bio. Hopefully, this will clear up any questions you may have. As always, if you have any questions, please feel free to contact one of the Ultimate DC Council Members. Alternately, you may also reply to this thread and it will be addressed here.
The best way to think about Ultimate DC is to think of us as DC Comics just wiping the slate completely clean. Gone is all the backstories and complicated histories. It's like the people in charge of DC sat down and said "Let's wipe the slate clean and begin with an all new universe which will be encompassed in Ultimate DC, seperate and apart from the regular DC universe." This is essentially what Marvel did with their Ultimates titles, and is essentially what we are doing here.
It means that you are able to take your favorite characters and make them fresh again, even while staying true to the spirit of said character. In the Ultimate DC universe, there is no Golden and Silver Age Batmans and Supermans, no Infinite Crisis or Smallville Lex Luthors. You can take from any of those sources or none of them, or you can even take your favorite pieces and put them together to form a new version of the character.
However, because the room's timeline is only three years after the start of everyone's "careers", it means that a lot of the what has happened to the character is gone, not having happened. For example, Bruce Wayne can still have his parents killed in front of him as a young boy, and that can still motivate him to become Batman. However, he has yet to have his back broken by Bane and having Azrael take his place, has yet to leave for an extended time leaving a "reformed" Harvey Dent to keep an eye on things in his absense, or even to have "died", leaving Dick Grayson to pick up the cowl and become Batman. And Ultimate DC's version of Batman, Dick Grayson may become the first Robin or perhaps Tim Drake becomes the first. In the Ultimate DC room, Jason Todd might not have ever become a Robin and die at the hands of the Joker. Or he may die at the hands of the Joker for a completely different reason. The point is, through the role play in Ultimate DC, familiar things can still happen as they do in their canonical counterpart, or happen in completely different ways.
So when creating a bio for your character, remember that you have some leeway in creating a back story, but most of the history of the character will be stripped away and thus won't actually be a part of the bio. And in the event you're wanting some of that history to actually become part of the Ultimate DC version of the character, seek it out in rp. However, be aware that it can easily change into something it wasn't originally.
This is Ultimate DC, a new take on the DC Universe created by you, the players. Enjoy, and have fun with it!
