When creating a character, the Council will do everything they can to be accommodating with regards to your idea, while keeping within the restrictions set down (either currently noted or as yet to be covered). However, there are certain restrictions are in effect:
- Kryptonians (and Daxamites) are not being allowed to be played, beyond Superman, Supergirl, Superboy and Powergirl. These races are generally far too overpowered to have a bunch running around earth. Plus, in keeping with DC comics universe, there are relatively few Kryptonians in residence on Earth. Any villainous Kryptonians that may rear their head will be played by the Council, or with special permission for a limited time.
- No gods, goddesses, titans, Monitors, Lords, Chaos, etc. You can be the agent of one (within reason), but you can't actually be one of these.
- Any Colored Lanterns: Only a limited number of Lanterns will be allowed on earth for a period of two months at a time (with time being extended by one month, should there be no other Lanterns waiting). The numbers of each Lantern allowed on Earth at a given time will be determined by their color.
The breakdown is as follows:
- Green Lanterns : 2
- Sinestro Corps (Yellow): 2
- Red Lanterns : 0 - confined to space, except for council approved circumstances (such as storylines)
- Orange Lanterns : 0 - confined to space, except for council approved circumstances (such as storylines)
- Blue Lanterns : 1
- Star Sapphires : 1
- Indigo Tribe : 0, in keeping with the established continuity that they are reclusive. Can be on earth only under special permission from the council, and if given, will be very limited.
- Black Lanterns : NOT ALLOWED

Anyone Lantern playing on Earth that shouldn't be (either due to rotation or special permission) will have that character revoked and be banned from playing a Lantern of any color for at least 6 months. If the character is a canon character, it will be removed from the player and put into availability, with the player unable to apply for said canon Lantern for a period of at least 6 months. In the event that the character is picked up before then, it's considered taken by that person, and will not be removed and given back to the revoked player.
While we're not limiting Lanterns in general, we are limiting them on Earth. Lanterns in general can be chosen or created, but those not approved for Earth will have their play confined to space and other planets. Occasionally, those out in the "universe" will be allowed to come to earth, but those times will be few and far in between and will be related to a larger room driven story line. Again, this is to keep with what DC comics has established for their universe. Have other Lanterns come to earth? Certainly, but not for very long, and usually only as long as it took to help whatever Green Lantern needed help save earth.
The rules for submitting for a Lantern is as follows: Canon Lanterns (Green or otherwise) count towards character limits. Created Lanterns do not count towards character limits, but a player may only ever have one Lantern of any kind. So for example, Player A has Batman, Superman and Scarecrow. This player wants to play a Lantern. He may create ONE Lantern of a desired color (no Black), but he cannot take one of the canon Lanterns. If Player A has Batman, Superman and Hal Jordan, and wishes to play a Lantern of a different color, he may create one, but he may not choose a canon Lantern.
There will absolutely be NO Black Lanterns. Period. Don't ask.
